Changelog: Made the news image banner sticky.

I'm too dumb to figure out how to make the background color of the div element extend over the 8px margin of the body so it will just have to look ugly tangenting with the top when scrolling down for now.

EDIT: Big ups to Grant for helping me figure that out.
